Allan B. Gepty is the Undersecretary for International Trade Group (ITG) at the Department of Trade and Industry (DTI) where he supervises the Bureau of International Trade Relations, the Strategic Trade Management Office, and the Philippine International Trading Corporation. His main portfolio covers trade policy and trade negotiations at the bilateral, regional, and multilateral levels.
He is the country’s Chief Trade Negotiator on various trade negotiations such as the Philippines-European Union Free Trade Agreement, the Philippines-Chile Comprehensive Economic Partnership Agreement, Philippines-United Arab Emirates Comprehensive Economic Partnership Agreement, and the Philippines-Canada Free Trade Agreement. He also served as the Chief Trade Negotiator of the Regional Comprehensive Economic Partnership (RCEP) Agreement, Philippines-South Korea Free Trade Agreement, and various ASEAN trade agreements.
From 2019 to 2023, he was the Philippines’ Senior Economic Official to ASEAN. He currently serves as Chair of the ASEAN High-Level Task Force on Economic Integration
and the ASEAN Task Force on the Blue Economy.
Prior to joining DTI, he was a Commissioner of the Philippine Tariff Commission from 2017 to 2018. From 2010 to 2017, he served as Deputy Director General of the Intellectual Property Office (IPO) of the Philippines, and from January 2015 to October 2015 as its OIC- Director General.
He is an experienced lawyer and policymaker with extensive background in trade policy, international trade law, intellectual property law, public international law, competition law, corporate law, and litigation.
He is a Senior Fellow in Public Service at the Lee Kuan Yew School of Public Policy, National University of Singapore, and a graduate of the Advanced Management Program of The Wharton School, University of Pennsylvania. He earned his Bachelor of Commerce degree (Economics) from the University of Santo Tomas in 1992 (cum laude), his law degree from San Beda College in 1997, and his Master of Laws degree from the University of Santo Tomas in 2016 (summa cum laude).
