Angelo Kairos dela Cruz is the executive director of the Institute for Climate and Sustainable Cities, an organization that advances climate and energy science and solutions to enable fair and climate-resilient development in the Philippines, Asia, and worldwide.
Kairos has over a decade of experience in the field of climate policy, championing climate finance access and accountability at the local, national, and international levels. He currently serves as the UN Green Climate Fund’s (GCF) Active Observer for civil society in developing countries. He is also an observer for Asia and the Pacific of the Climate Investment Funds’ Clean Technology Fund (CIF-CTF).
Kairos has also worked in various capacities with the Vulnerable 20 Group of Finance Ministers, the Climate Vulnerable Forum, and the Independent Global Stocktake. He is also a Climate Reality Leader.
At the national level, Kairos led the campaign for the passage into law of the Philippines’ People’s Survival Fund (PSF) in 2012, and served as an alternate NGO representative to the PSF Board from 2012 to 2023. He has worked with local governments and communities in the Philippines, helping them transform their stories into actionable plans and bankable proposals.
Kairos is a social science graduate of the University of the Philippines Baguio and has an Executive Masters degree in Disaster Risk and Crisis Management at the Asian Institute of Management.
