Carmen is a Public Sector Specialist with the Institutions Department at the World Bank, where she has worked on governance and public sector reform across Malaysia, East Asia, and the Latin America and Caribbean region. Her focus includes strengthening institutional frameworks for climate action and promoting transparency, accountability, and citizen engagement in climate policy. Her work spans a range of areas, including climate change governance, public financial management, public sector productivity, anti-corruption, and national development planning. Prior to joining the World Bank, she served as a Senior Economist at the Central Bank of Malaysia and held a policy role at TalentCorp, Malaysia’s national talent agency.
