Dr. Noralene Uy is Assistant Secretary for Policy, Planning, International Affairs and Climate Change of the Department of Environment and Natural Resources (DENR), Government of the Philippines. She is a climate and disaster risk management expert and a licensed environmental planner. She is the focal point for the DENR on matters relating to the Seal of Good Local Governance, National Convergence Initiative on Sustainable Rural Development, climate-induced migration, and disaster risk reduction (DRR). She negotiates the Adaptation workstream for the Philippine delegation in the UNFCCC negotiations.
Before joining the government, Dr. Uy worked on DRR projects for the Asian Development Bank, United Nations Development Programme, and the Office of Civil Defense, Government of the Philippines, among others. She was formerly a faculty member and the coordinator of the Master in Disaster Risk and Resilience degree program at the Ateneo de Manila University.
Dr. Uy is an Associate Member of the National Research Council of the Philippines and has published widely. She was a Contributing Author to the IPCC Working Group 2 Sixth Assessment Report in Chapter 10: Asia, and the 2017 Philippine Climate Change Assessment: Impacts, Vulnerabilities and Adaptation, which received a Special Citation for Outstanding Book from the Philippine National Academy of Science and Technology in 2021.
Dr. Uy received her Master and Doctorate degrees in Global Environmental Studies at Kyoto University under a Japan Ministry of Education, Culture, Sports, Science and Technology scholarship.
