Dr. William Dar is the Senior Adviser for Agriculture, Agribusiness, and Food Security of ASEAN Business Advisory Council (ASEAN-BAC) Philippines. A distinguished Filipino horticulturist and development leader, he served as Secretary of the Department of Agriculture under Presidents Rodrigo Duterte and Joseph Estrada. He is also the founding president of the InangLupa Movement, which advocates agricultural modernization and rural industrialization.
As Director General of ICRISAT for 15 years, Dr. Dar pioneered the Inclusive Market-Oriented Development (IMOD) framework, empowering smallholder farmers to participate in and benefit from market-driven growth. He also served as the founding director of the Department of Agriculture–Bureau of Agricultural Research (BAR) and Executive Director of DOST-PCAARRD.
A recipient of the Ten Outstanding Young Men (TOYM) Award and The Outstanding Filipino (TOFIL) Award, Dr. Dar is widely recognized for his contributions to agriculture, science, and rural development.
