Mr. Avelino is the Chief of the Coastal and Marine Division DENR-BMB. With a solid foundation in conservation, he leads national efforts in conserving and sustainably managing the Philippines’ coastal and marine ecosystems.

Mr. Avelino holds a Master of Science in Sustainability Science from The University of Tokyo, and a Joint Diploma in Sustainability Studies from the United Nations University Institute of Advanced Studies. His academic and professional background equips him with a comprehensive understanding of sustainable development, environmental governance, and climate resilience.

Under his leadership, the Coastal and Marine Division advances key initiatives on marine protected areas, biodiversity conservation, climate adaptation, and sustainable coastal livelihoods. He also plays a central role in promoting inter-agency cooperation and community-based approaches to marine management.
