Mr Kwok Fook Seng assumed his role as Singapore’s Ambassador to Indonesia in July 2022.

Previously, he was Singapore’s High Commissioner to Australia from 2016 to 2022, Ambassador and Chief Negotiator for Climate Change from 2014 to 2016, and Singapore’s Permanent Representative to the World Trade Organisation (WTO) and the World Intellectual Property Organisation (WIPO) in Geneva from 2011 to 2014. He was Director-General of the Association of Southeast Asian Nations (ASEAN) Singapore National Secretariat from 2009 to 2010.

Mr Kwok has also served as Deputy High Commissioner at the Singapore High Commission in Kuala Lumpur from 2006 to 2008 and First Secretary at the Singapore Permanent Mission to the United Nations in New York from 1997 to 2000.

Mr Kwok joined the Singapore Foreign Service in 1995 and has worked on varied portfolios in the Ministry headquarters including Latin America, South Asia, Southeast Asia, Special Projects and Special Assistant to the Foreign Minister.

Mr Kwok holds a Bachelor of Arts in Communications Studies (Honours) from Murdoch University in Western Australia, and a Master of Public Management from the Lee Kuan Yew School of Public Policy at the National University of Singapore. He was conferred an Honorary Doctorate of the University by Murdoch University in 2020.
