Labisha Uprety works with the ICCAP team to lead the Gender‑Transformative Pilot and co‑design GESI capacity‑strengthening initiatives across the project, working to ensure adaptation finance reaches those most affected by climate change. She specializes in climate and water governance, and inclusive climate policy design. She previously served at the Asian Disaster Preparedness Center as a climate finance lead for the NDC Impact Nepal project, supporting the Ministry of Energy, Water Resources and Irrigation with improving climate integration at the budgetary level. She was affiliated for several years with the International Water Management Institute, a CGIAR research center, overseeing the organizations’ work in climate governance and inclusion, with a focus on increasing access and use-rights of smallholders and low-income women to renewable energy technologies such as solar pumps.
She holds two graduate degrees in Public Policy, and Education Policy.
