Commissioner McJill Bryant T. Fernandez serves as the Supervising Commissioner of the Markets and Securities Regulation Department, steering strategic initiatives to accelerate market development, including integrating sustainable finance practices.

He also previously supervised the Corporate Governance and Finance Department, which oversees the Commission's corporate governance policies and regulations, such as sustainability reporting across entities in the Philippine corporate sector.

At the regional level, Commissioner Fernandez represents the SEC Philippines as Vice-Chair to SC Malaysia at the ASEAN Capital Markets Forum, serving as Co-Chair of its Sustainable Finance Working Group and its Joint Sustainable Finance Working Group, and Chair of its Corporate Governance Working Group.

He was elected as Vice-Chair-cum-Rapporteur at the 40th and 41st sessions of the Intergovernmental Working Group of Experts on International Standards of Accounting and Reporting, driving the global forum’s discussions on the harmonization of sustainability reporting frameworks and standards.

Before joining the SEC, he served as Deputy Executive Secretary for General Administration under the Office of the President (OP), representing the OP and the Executive Secretary in several interagency committees and oversight bodies, including the Cabinet Clusters on Climate Change Adaptation, Mitigation and Disaster Risk Reduction, and Human Development and Poverty Reduction.
