Atty. Rachel Anne Herrera has more than 18 years of experience in the public and international humanitarian sector. As a Commissioner in the Climate Change Commission, she currently serves as the designated national focal for gender and climate to the UN Framework Convention on Climate Change (UNFCCC) and co-led the  formulation of the country’s National Adaptation Plan and Nationally Determined Contribution Implementation Plan for the country’s greenhouse gas emission reduction targets. She served on the Green Climate Fund as an alternate Board Member for Asia-Pacific countries. As former chief legal and legislative officer in the Office of Senator Loren Legarda, she supported the enactment of a number of climate and environmental laws and treaties, including the Philippines’ accession to the Paris Agreement. Ms. Herrera has degrees in law from the University of the Philippines and in Environmental Science from Ateneo de Manila.
