Making circularity work: Aligning policy, markets and stakeholders

Synopsis

Extended Producer Responsibility (EPR) will be central to successful circular economy adoption in Malaysia, creating a consistent and scalable framework for sustainable product lifecycle management – from manufacturing to post-consumer use. With Malaysia’s total value of recyclable material projected at US$1.3 billion annually, the scheme will further underpin long-term economic growth and global competitiveness.

However, harmonising legislative requirements, developing the right infrastructure and technology and establishing competitive market-based mechanisms, including reasonable EPR rates, will be integral to supporting widespread adoption. This requires a holistic approach, involving all stakeholders from policymakers and manufacturers to waste segregators and recycling firms, including the informal waste sector that is often excluded from official decision-making processes.

The informal sector, whose participation is often confined to recycling activities, face limited legal recognition, restricted access to capital markets and health and safety risks while handling waste.

As part of this year’s Unlocking capital for sustainability – Malaysia, this invitation-only roundtable will bring together policymakers, subject-matter experts and solution providers to discuss:

• How will Malaysia’s upcoming Circular Economy Act create the regulatory consistency that is needed to address the gaps to EPR adoption, including finance?

• What are the financial, infrastructure and capacity-related gaps hindering stakeholder participation, such as the informal sector?

• And how to create market mechanisms that fairly benefit all parties while scaling circular economy solutions?
